TCM is an American channel. There is no Canadian version of it, especially on the Apple TV. It's may be available through Bell's Alt TV but you probably would need a whole basic package and add ons for that. The US TCM app needs a US cable subscription to verify it. Good news! The Watch TCM app was re-released this morning (June 30, 2016) on the Fire TV app store. Most major cable providers are listed.
